Grenfell: Disconnected Jottings

Melbourne Australia's Con Capital. For some time now, Melbourne appears to have been the loci of deep state/espionage activity centred around Monash University and the Jewish community there, ever since the Ben Zygier incident. (1) (2) 

Notice how yet again western states copy cat, even down to the size and shape of concrete blocks, supposedly for pedestrian safety after Melbourne had its own ridiculous 'drive-by'. 

Nor should we overlook the rather strange coincidence that prior to the Grenfell Tower fire, a very similar event occurred in Melbourne? 

In November 2014 the Melbourne docklands 'Lacrosse' building caught fire. It was supposedly started with just "a cigarrette' and raced up 13 floors. Fortunately no one was killed. 

Two years later the same material was used for Grenfell Tower with the disastrous consequences we have witnessed. Not a dry run surely? (3)

"Non-compliant" cladding used at Grenfell and at least 120 other identified locations

Not only was the cladding at Grenfell (and another 120 blocks apparently) 'non-compliant', it was also (according to the Times) unpaid for! The company that purchased it went bust and the over £400 000 bill was never paid. Thing is, a re-named company was immediately set up run by the same man, using the very same panels. So not only fire and deaths require investigation!

Much attention has focused on the absence of sprinklers in blocks of flats. Of course this is only one element in the fire safety regime of a building. Portable extinguishers, hydrants, non-flammable materials, fire doors, ventilation systems, fire protected routes, alarms, appropriate instructions and training, safe equipment and practices all play a part in an integrated system.

That 100% of so many flats have failed flammability tests and Building Regulation requirements, proves Grenfell was not an isolated incidence, although the fire thankfully was - well almost.

This is obviously a major breakdown in the application and enforcement of safety laws on the back of a trend to improve appearance and energy consumption, the responsibility for which rests with manufacturers, specifiers, installers and enforcers in addition to building owners and managers.

Why was the fire not extinguished immediately?

One of the issues in the Grenfell case is why it was not possible to extinguish, what was described as a "small fire" before it took hold of the flat and subsequently the exterior cladding?

If suitable fire extinguishers had been provided in the flat or in the common areas, this might have been quite feasible. Reference has been made to extinguishers "being out of date" so we must assume there were some in the building, whilst others say there were none.

This is a critical question that requires an answer. Was it an absence of equipment or an inability on the part of the occupant that resulted in the fire not being extinguished early on?

Personal Experience

In a former life in a safety role, I have investigated numerous accidents and incidents including a number of fatalities from fire and other causes. In one particular instance I had to fight a plan to remove extinguishers from blocks of flats owned by a Housing Association. Their removal was seen by management as an easy cost-saving measure.

Unfortunately even technically qualified professionals sometimes fail to see the importance of basic safety measures, which by definition may never be employed, but if needed may prevent a huge disaster both in terms of cost and human life.

A Sky Investigative Programme

A very thorough Sky investigation published on You Tube on the 22nd June, 2017. (Note date!) (4) The programme must have been completed within seven days of the event. It should be noted that the Sun, also part of the Murdoch empire, by strange coincidence, had what appears to have had a pre-prepared article on the 22.5.2017 - the very day of the Manchester attack - specifically linking Corbyn to IRA terrorism, and this before the up-coming election. (5) It was described as "disgraceful" and caused a major political storm. (6)

'Exploding' Fridge/Freezer

Very little attention has been paid to the initial fire. It has been reported this was caused by an "exploding" fridge/freezer in flat 16 on the fourth floor.

Details have been given of the make and model but no explanation given as to what may have caused the explosion or how it took hold.

Wherever an "explosion" has been referred to, should not this require special attention?

Two types of cladding

There were of course TWO different materials attached to the exterior. We seem to hear only of the aluminium panels.

Are these numbers significant or purely random? 4 x 16 = 64. 4 x 4 = 16 x 4 = 64?

  • We are told there were 64 of generations from Adam until Jesus according to the Gospel of Luke.

  • The mathematician W. R. Ball reports a Hindu legend of 64 discs of gold of different sizes piled one on top of the other to create the 'Tower of Brahma'. When the 64 discs are transferred from the tower of Braham to an other stem, the temple and the Universe will crumble. This will be the end of the world.
  • There are 64 squares of a game of chessboard.
  • Strangely 64 Free Masons have been awarded the VC for extreme bravery and a memorial to them was opened by the Duke of Kent in London on the 25th April, 2017. (10)

Of course numerical coincidences have no significance to the Grenfell disaster although in such incidents, no detail should be ignored.

Right Royal Coincidences

Harry puts his foot in it!

Prince Harry's latest remarks in an American interview have set tongues wagging.

He is reputed to have said - and it hasn't been denied so we must presume it to be an accurate representation of his feelings, though not necessarily of others to whom he refers - he once "wanted out" of the Royal Family and he, "doubted any of the royals want to be King or Queen."

Of course if true, this would imply that neither his father or brother, or even the Monarch herself, wish to fill the role! The actual quote is as follows: “Is there any one of the royal family who wants to be king or queen? I don’t think so, but we will carry out our duties at the right time.”

In so saying, in this the twentieth anniversary of her untimely death, he appears to be taking a leaf out of mother's figure of speech, who in the famous Bashir interview, said that she did not expect to be Queen, only the "Queen of people's hearts." Harry has also been rather good at that.

But he did not stop there. Referring to the funeral arrangements for Princess Diana in 1997 when he was required to process behind the cortege as a twelve year old, he said: “My mother had just died, and I had to walk a long way behind her coffin, surrounded by thousands of people watching me while millions more did on television. I don't think any child should be asked to do that under any circumstances. I don't think it would happen today”.

It is hard to view this other than a direct criticism of the parenting style of his father, grandfather and uncle. Clearly the experience left a lasting and painful memory, compounding rather than mitigating the grief he was experiencing. Still we might wonder had he been excluded from the proceedings, he might now as a grown man, resent the fact?

However as a grown man he must also have known roughly what he would be asked and what he would say, and the way in which it would be interpreted. To be caught naked on camera by an unprincipled guest is one thing; an organised interview quite another. Was this in fact a naive slip of the tongue or a rather calculated homage to his late mother's famous interview?

In a specific reference he said, “We are incredibly passionate with our charities and they have been chosen because they are on the path shown to me by our mother.”

The interviewer specifically chosen?

The interview was with free-lance journalist Angela Levine, who rather interestingly has written frankly about her own troubled childhood and a mother she disliked intensely. "However, having a horrid parent remains a taboo subject. After all, if all your friends have a lovely mother and/or father, or your difficult parent puts on a front in public, it can make you seem very disloyal if you disclose the truth." (1) Someone chose her do the interview. Was this a factor?

Apparently Harry, has flown off to South Africa and one of his pet animal charities, maybe to avoid the controversy, spoke in the context of numerous events that impinge on both him and the unique family of which he is part.

Shocking allegation by dying man

First, as already mentioned, it comes in the twentieth anniversary year of Princess Diana's death, in what can only be described as very suspicious circumstances, only recently reinforced by the account of a dying man.

'' reports as follows: 

"An 80-year-old retired MI5 agent, John Hopkins, has made a series of astonishing confessions since he was released from hospital in London on Wednesday and told he has weeks to live. Hopkins claims to have been involved in 23 assassinations for the British intelligence agency, including Princess Diana." (2)

The article goes on to describe his career working for MI5 from June 1973 to December, 1999,  during a period he says “the MI5 operated with less external oversight.” Hopkins says he was part of a cell of seven operatives who were trusted to carry out political assassinations across the UK. Most victims were politicians, activists, journalists and union leaders. The Princess of Wales, he said was the only woman and only Royal he ever assassinated. 

"He claims to feel “ambivalent” about Princess Diana’s death. On the one hand, Diana was “a beautiful, kind-hearted woman” who did not deserve to have her life cut short. But according to Mr. Hopkins, "she was also placing the British Crown at risk."

Duke of Edinburgh implicated in assassination?

Even more inflammatory the allegation that this was on the direct orders of the Palace and specifically the Duke of Edinburgh! He said, "My boss" (who he said died a few years after the operation) "told me she had to die – he’d received orders directly from Prince Philip – and we had to make it look like an accident. I’d never killed a woman before, much less a princess, but I obeyed orders. I did it for Queen and country. We got away with murder."

Those familiar with the notorious death of Diana in 1997 and the controversy that followed it, up to and including, her inquest ten years later, will of course be aware that Dodi's father Mohamed Al-Fayed had consistently claimed that the Duke was personally responsible. (9)  

It should be noted that in summing up the Coroner Lord Justice Scott Baker concluded that there was "not a shred of evidence" that Diana's death had been ordered by the Duke of Edinburgh or organised by the security services.

In  August 2013, Scotland Yard revealed that they were examining the credibility of information from a source that alleged that Diana was murdered by a member of the British military. (10)

Is it any wonder Harry is somewhat conflicted over the death of his mother and the family of which he is part?

James Hewitt recovers after near death

Then another rather strange event: the near-death of James Hewitt aged 58 but now released after eight weeks in a Devon hospital where he underwent emergency heart surgery.

Strange because of the conflicting initial reports that he was "unlikely to survive", whilst others said he was "recovering". In fact some reports stated he had "died"! (4)

Of course it is well known that the ex-Army captain and Gulf War veteran had a five-year affair with Diana while she was married to Prince CharlesIt is claimed the pair met at a party in London in 1986 when she was aged 25. He was 28. 

If accurate this would rule out the rumour that he is actually the biological father of Harry as the latter was born on 15th September, 1984. His illness also came only weeks after Hewitt's televised denial he was Harry's father. (3)

However the remarkable facial and personality similarity  - not to mention its absence in relation to Prince Charles - is there for all to see. If not related, the likeness is rather extraordinary. The principle of "an heir and a spare" could be seriously challenged if the rumour was well founded. Of course the paternity issue could be settled fairly easily, scientifically.

'Emergency meeting' called at Buckingham Palace

On the 3th May, 2017 the news media was awash with stories about an unprecedented "emergency meeting" of the Royal Household called at Buckingham Palace. 

Some even thought it was the harbinger of bad news. According to the Guardian the code phrase to be used among government officials when the Queen dies is 'London Bridge is down'. In touching on this sensitive subject the Independent commented rather ominously: 

"She is likely to have one of the most grand state funerals in modern British history. "She will get everything,” a source told the newspaper. “We were all told that the funeral of Churchill was the requiem for Britain as a great power. But actually it will really be over when she goes.”

In due time it emerged it was in fact just to announce the forthcoming retirement from official duties of the Duke of Edinburgh then aged ninety-six from September onwards. (5)

It can hardly escape notice that the twentieth anniversary of Diana's death occurs on the 1st September. Surely not planned to distract from the latter and the now alleged part played in it by the Duke himself?

A central positive role played by Monarch and Consort in nation's history

Whatever the truth surrounding these events and the allegations made, the central role of the monarch and her consort in the life of the nation over at least seventy years cannot be gainsaid, nor their influence for stability and good which must count for something.

London Bridge Terrorism Coincidences

Given the code word for the Queen's demise referred to above, it is more than strange that London Bridge was indeed "down" when it was allegedly attacked by terrorists on the 3rd June, 2017 - note precisely one month after the emergency meeting had been called! AND only one week before the  traditional date for the Monarch's Official Birthday celebrated with the 'Trooping of the Colour' this year preceded by one minute's silence for the victims of the Grenfell Tower! 

Even if these singularities have been missed by general public and media, it is highly unlikely the astute members of the Royal Family will have done so.

This 'terrorist event' was of course the third to have occurred (Westminster Bridge on the 22.3.17 and Manchester Arena on the 22.5.17) prompted the government to put up to 5000 troops on the streets in addition to heavily armed policemen. One of the sites to be afforded extra protection was Buckingham Palace despite the fact that it has been long guarded by detachments of the Queen's Guards from the Household Division.

Interestingly in an historic move, to celebrate the 150th anniversary of the founding of Canada a detachment of Canadian soldiers, headed for the first time by a woman - Capt Megan Couto - are serving as the Queen’s Guard on select dates until 3rd July. 

It is the "Princess Patricia’s Canadian Light Infantry", based in Shilo, Manitoba, named after Princess Patricia of Connaught, daughter of the then governor general of Canada. Princess Patricia had special links with Buckingham Palace, the place of her birth on 17 March 1886. Her father was Prince Arthur, the third son of Queen Victoria.

Life imitates art?

The topics of succession, Harry's parentage and tanks on the forecourt were all dealt with in the play "Charles III", which was made into a film and was broadcast by BBC2 on the 10th May 2017 - note seven days after the 'emergency meeting' at the Palace, which itself took place exactly six weeks after the Westminster attack. (6)

The substance of the fiction was that Charles would be forced to abdicate in favour of his son. In this context Harry's words have an ominous ring to them.

In addition there have been some very strange precedents set. In particular, as early as the 27th April, 2017  - six days prior to the 'Emergency meeting' called at Buckingham Palace - it was announced that for the first time in over forty years, the Queen would take part in a 'dressed-down' State Opening of Parliament. Also for the first time in 33 years the premier Order of the Garter ceremony would be cancelled to accommodate it. For only the second time in her reign, the Queen wore “day dress” and a hat for the State Opening of Parliament, abandoning the traditional Robes of State. 

The date set was the 19th June, 2017. In the event, it actually took place on Wednesday 21st June, seven weeks after the Emergency Meeting and seven days after the Grenfell House fire. Apart from no soldiers guarding the route, there were no Heralds to announce her approach. The Duke of Edinburgh set to join her in morning dress rather than uniform, found it necessary to enter hospital with an infection and his place was taken by the Prince of Wales. Was this a subtle response to the theme of 'Charles III'? (We need not dwell on the fate of Charles the 1st or 2nd)

The 'Euro' Hat!

But this was not all. Mrs May's government announced that the State Opening would be abandoned altogether the following year (2018) and the speech itself was hardly worth the velum on which it had been written. So thin in content, cheap paper would probably have been more appropriate!

So at a time when 5000 troops could be deployed to the streets to protect us from alleged terror, none could be found to protect the Monarch forced to dispense with the ceremonial symbols of the Crown? Is all this merely administrative convenience or should we see in it dark forces at work intent on removing tradition and the protections it affords the citizen?

The BBC has a habit of using fiction to forecast disastrous events as it did with the collapse of Building 7 on 9/11 and the London tube/bus attacks on 7/7! Nor should it be forgotten that it had a team (7) working at the Queen Mary Hospital at just the right time to capture the admittance of the alleged Westminster Bridge attacker, shot dead by mysterious official gunmen. (8)

Constitutional implications of events

There could be no event with greater implications for Crown and Country than the decision to leave the European Union, commonly called 'BREXIT'. Following the decision by David Cameron in 2016 to call a national referendum on the subject, a narrow majority voted 'leave' against all expectations and prognostications. 

As coincidence would have it, in the year leading up to the referendum in in June 2016 a record number of terrorist attacks were planned, foiled or carried out in European Union countries this including Nice attack in France, Brussels attack in Belgium, an explosion at an airport in Istanbul and several others. Most (I think) are listed below:

November 2015 Paris; Jan. 2016 Valence and Goutte d’Or district in Paris; Feb. 2016 Hanover; March 2016 Brussels; April 2016 Essen; June 2016 Magnanville; July 2016 Nice and Normandy; July 2016 Ansbach, Wurzburg and Reutlingen; December 2016 Zurich, Ankara, Berlin.

In the month of June 2016 alone it should be noted that no less than 236 terrorist incidents are recorded world wide here (11) with about 2000 killed as a result and countless injured, yet we hear very little about them.

Following assurances that a General Election would not be called, Mrs May the Prime Minister reversed her decision with catastrophic consequences for her control of Parliament and her EU negotiating position.

Viewed objectively the violence in mainland Europe has helped IS terrorists not at all. In fact any strategist would see that it would have worked against it. The only group to benefit have been those supporting repressive measures at home and a more aggressive stance abroad - particularly in Syria and the Ukraine. It is not difficult to see this is a US led NATO prospectus and it is where the terrorism finger points particularly as it has 'previous' in this regard of using violence for political purpose. (12)

The issue of terrorism is already being touted as reason not to leave the EU or the so-called 'soft brexit'. (13) The United States made no secret of the fact that it wanted Britain to remain within the European Union. Only the naive would rule out deep state efforts to make the process even more difficult than it would otherwise be. The popular discontent in Britain was reflected in the US with the election of Trump where a parallel establishment/media/'terror' events campaign has been mounted. 

Clearly nothing has gone according to plan.

The events on September 11, 2001, changed the world. It was the excuse for the US government to launch military attacks on seven Middle Eastern countries, causing civilian casualties in the millions and sending waves of Muslim refugees into the Western world. The US government wasted trillions of dollars destroying countries and murdering women and children, while public infrastructure in the US deteriorated, Americans’ homes were foreclosed, and American health needs went unattended. 9/11 was also the excuse for the destruction of the protection that the US Constitution provided to ensure the liberty of the American citizen. Today no American has the protection of the civil liberty that the Constitution guarantees.
On September 11, 2001, when a neighbor called and told me to turn on the TV, I stopped what I was doing and turned on the TV. What I saw was the two World Trade Center Towers blowing up. I had often enjoyed lunch in the rooftop restaurant in one of the towers across the street from my Wall Street Journal office.
A miniscule by comparison frail aluminum airliner hit one massive steel tower and then another aluminum airliner hit the other. There were some plumes of orange outside the buildings. Then approximately after one hour, less in one case, more in the other, the two towers exploded floor by floor as they fell into their own footprint.
This was precisely the way the news anchors described what I was seeing. “It looks exactly like a controlled demolition,” the news anchors reported. And indeed it did. As a Georgia Tech student I had witnessed a controlled demolition, and that is what I saw on television, just as that was what the news anchors saw.
Later that day Larry Silverstein who owned, or held the lease on, the World Trade Center, explained on TV that the free fall collapse in the late afternoon of the third WTC skyscraper, Building 7, into its own footprint was a conscious decision to “pull” the building. Pull is the term used by controlled demolition to describe a building wired with explosives to be destroyed. Building 7 had not been hit by an airliner, and suffered only minor and very limited office fires. Silverstein’s statement was afterwards corrected by authorities to mean that the firemen were pulled from the building. However, many videos show the firemen already out of the building with the fireman stating that the building was going to be brought down.
As there is no doubt whatsoever that Building 7 was wired for demolition, the question is why?
Because Americans are an insouciant and trusting people and confident of the inherent goodness of their country, years passed before even experts noticed that the official story stood in total contraction to known laws of physics, was in total contraction to how buildings collapse from asymmetrical damage, and could not have collapsed due to being hit by airliners as the buildings met all code requirements for withstanding airliner collusions. Many did not even know that the third skyscraper, Building 7, had collapsed.
Professor Steven E. Jones, a professor of physics at BYU, was among the first to see that the official story was pure fantasy. His reward for speaking out was to have his tenure contract bought out by BYU, many believe under orders from the federal government backed up with the threat that all federal support of science at BYU would be terminated unless Stephen Jones was.
Cynthia McKinney, a black woman who represented a Georgia congressional district in the US House of Representatives was either much brighter or much braver than her white colleagues. She raised obvious questions about 9/11, questions begging to be asked, and lost her seat.
Approximately five years after 9/11, San Francisco architect Richard Gage noticed that the three WTC buildings did not fall down in any way consistent with the official explanation. He formed Architects & Engineers for 9/11 Truth, currently about 3,000 members. This group includes high rise architects and structural engineers who actually are experienced in the construction of skyscrapers. In other words, they are people who know what they are talking about.
These 3,000 experts have said that the official explanation of the collapse of three skyscrapers stands in contradiction to known laws of physics, architecture, and structural engineering
In other words, the official explanation is totally impossible. Only an uneducated and ignorant public can believe the official 9/11 story. The US population fits this description.
A&E for 9/11 Truth is gradually gaining assent from architects and engineers. It is very difficult for an architect or engineer to support the truth, because the American population, which includes patriotic construction companies, whose employees fly American flags on their trucks, don’t want to hire architects and engineers who are “enemies of America aligned with Arab terrorists.” In America, if you tell the truth, you are in great danger of losing your customers and even your life.
Think now about physicists. How many physics faculties do you know that are not dependent on federal grants, usually for military-related work? The same for chemistry. Any physics professor who challenged the official story of 9/11 with the obvious fact that the story contravenes known laws of physics would endanger not only his own career but the careers of his entire department.
Truth in America is extremely costly to express. It comes at a high cost that hardly any can afford.
Our masters know this, and thus they can dispense with truth at will. Moreover, any expert courageous enough to speak the truth is easily branded a “conspiracy theorist.”
Who comes to his defense? Not his colleagues. They want rid of him as quickly as possible. Truth is a threat to their careers. They can’t afford to be associated with truth. In America, truth is a career-killing word.
In America, truth is becoming a synonym for “Russian agent.” Only Russian Agents tell the truth, which must mean that truth is an enemy of America. Lists are being prepared of websites that speak truth to power and thus are seditious. In the United States today people can lie at will without consequence, but it is deadly to tell the truth.
Support A&E for 9/11 Truth. These are heroic people. 9/11 was the manufactured excuse for the neoconservatives’ 16 years of war crimes against millions of Muslims peoples, remnants of which now seek refuge in Europe.
Neoconservatives are a tiny number of people. No more than a dozen are of any consequence. Yet they have used America to murder millions. And now they are fomenting war with Russia, China, Iran, and North Korea. The world would never survive such a war.
Are Americans so insouciant that they will stand aside while a dozen neoconservatives destroy the world?

Grenfell House Fire.

Now let me deal with a number of issues in relation to the external spread of fire. 

From the above photograph, taken probably less than half an hour after the fire erupted, certain features can be observed. 

The fire has already reached to the top of the building on at least two exterior elevations, setting alight the interior rooms as it progressed. With reference to the above photograph, it would appear the surface cladding on the left hand elevation, where it is claimed the fire started within a fourth floor flat, at this point has in fact burnt out, leaving fires, within virtually all the flats on that elevation.

Meanwhile, fire still rages in a diagonal line of flame on the right hand elevation, setting alight to flats as it progressed. Significantly please note how this upward movement of flame appears to be contra-indicated on the far right. I would suggest that this is because it travelled down the corner vertical rib feature, suggesting no effective fire breaks had been incorporated in the design. 

This conclusion is supported by the following image after the fire had been extinguished (below).

Note how consistently there is evidence that fire has travelled down the vertical ribs beyond the face particularly in respect of the far right corner. Apparently in this manner fire traversed from just one side to all four! This is quite remarkable. 

Plainly, not only was the cladding highly flammable, there were no effective fire stops either vertically or laterally. Indeed the material and design of the vertical ribs appears to have facilitated the spread upwards and downwards, and significantly around the corners of the building. The damage to the four elevations is represented in the following diagram:

From the above BBC illustration it would appear from the initial fire location on the North East corner of the building, flame spread predominantly upwards in both directions, subsequently engulfing the South and West elevations also. It is also likely that wind direction played a significant part in the flame progression.

The above diagram is supported by this image of the still smoking tower block, facing the morning sun and so revealing the western and southern elevations to left and right.

The fire was obviously hot enough to breach any barrier provided by the windows and set fire to flat interiors that were extensively damaged. Whether there were any other factors that supported the interior fires, awaits to be seen but there are some puzzling images of intense flame whist combustible items such as cupboards remain largely undamaged. This needs to be explained particularly in relation to possible gas supply.

Apart from the basic problem of inadequate fire stops, it is clear that the cladding itself demonstrated no evidence of fire resistance. Indeed it appears to have been highly flammable. It is quite astounding that such a material was specified and/or approved for such use, if indeed it was. Only a searching investigation, including the examination and testing of remaining panels, will determine this point. 

It has been reported that the fire-resistant version would have added only £5,000 to the overall cost. In view of earlier incidents around the world and specific warnings, it is hard to view this decision as other than scandalously reckless!

The exterior cladding, consists of a 3mm composite panel - a 'sandwich' of aluminium and polythene. (See diagrams above and below) The polyethylene is flammable, the aluminium is not. In a statement issued after the disaster at the end of last weekthe Department for Communities clarified the legal position as follows: 

“Cladding using a composite aluminium panel with a polyethylene core would be non-compliant with current Building Regulations guidance. This material should not be used as cladding on buildings over 18m in height.”

If this is the official government position, the question remains how it came to be used and escaped all the professional and administrative hurdles in the process?

Wikipedia states: 

"In September 2014 a building regulation notice a for the recladding work was submitted to the authority, and marked with a status of "Completed—not approved"The use of a "Building Notice" building control application is used to remove the need to submit detailed plans and proposals to a building control inspector in advance, where the works performed will be approved by the inspector during the course of their construction. Building inspector Geoff Wilkinson remarked that this type of application is "wholly inappropriate for large complex buildings and should only be used on small, simple domestic buildings"" (4)

The obvious question to be answered by any enquiry therefore is: 

  • Why was the cladding specified and allowed to be used in this case?
  • Did the architects specify it knowing it breached Building Regulations?
  • Did the clients through their architects, seek Building Regulations approval or did it escape such oversight as a self-certification?
  • Could it have happened if previous governments had not relaxed the planning/building regulations legal framework allowing developers to self-certify works of this nature?
  • Or is there evidence that a cheaper material had been substituted from that specified?

The panels are made by an American firm, "Arconic". Its web page here ( states: 

"Arconic has been helping advance innovation in building design for well over a century. In the light of Grenfell this may be cause for some concern!
The company claims to be a very ethical one. It states: 

"Arconic is a Values-based company
Our Values guide our behavior at every level and apply across the Company on a global basis. We expect all directors, officers and employees to conduct business in compliance with our Business Conduct Policies and we survey compliance with these policies on an annual basis. The Board has adopted a number of policies to support our values and good corporate governance, which we believe are important to the success of our business and in advancing shareholder interests. Our Corporate Governance Guidelines along with our Certificate of Incorporation, By-Laws, board committee charters, Director Independence StandardsCode of Ethics for the CEO, CFO and Other Financial Professionals and Related Person Transaction Approval Policyform the foundation for the governance of Arconic."

The question to be posed is: 
  • Does it do all that it realistically can to warn buyers of the limitations of its products as well as its advantages, with all the necessary precautions to be applied?
  • More specifically did it do so in the case of the Grenfell Tower refurbishment?
  • If it knew of inherent dangers in relation to exterior cladding and fire why did it not insist that fire retardant panel were used?

The above diagram may misrepresent the material actually used on Grenfell insofar as the overall depth of the panel we are told was three (3) mm. If so the polypropylene (polythene) filling would be only two (2) mm and proportionately much thinner than that shown. 

This does raise the fundamental question: 

  • why the panels were so innately flammable?

Physical Properties of Aluminium in Fire

As probably most people know, there are three basic requirements for combustion (fire oxygenation) to take place: heat, oxygen and fuel. Although plastic is flammable, aluminium isn't. Aluminium is rated AA for fire resistance. It melts at 660 degrees Centigrade - twice the temperature required to melt lead. It melts but will not burn. See below (1) Although this document (2) gives ranges of 935 to 1215 degrees F. clearly much lower. I am not a metallurgist and so unable to explain this wide divergence in physical properties but it needs to be.

In practice the compressed laminated nature of the panel would prevent the air (oxygen) getting to the interior polythene layer which in any event at just 2 mm thick, it is hard to see how it would generate so much flame and heat, without some additional physical factor involved. 

In addition, aluminium is very good at conducting heat, which would have the effect of reducing surface temperature, yet this appears to have had no mitigating effect, the fire raging white hot and emitting grey coloured smoke suggestive of the aluminium itself being consumed. This is quite extraordinary and proves the temperature of the blaze must have been in excess of 660 degrees at least.

The basic questions to be answered therefore are:

  • What was the melting point of the aluminium alloy panel actually used?
  • How was it possible given the laminated construction denying air access to the flammable polythene core, was such an intense fire allowed to take hold?
  • Given the fact that aluminium melts but does not burn and only a relatively thin (2 mm) of inflammable plastic was available to support combustion, how can the intense heat, white-hot flame, white smoke and incredible speed of spread, be explained?
  • Was the aluminium material used for these specific panels altered in any way to support combustion? 

All this information should already be available to investigators if urgent tests have been carried out under controlled conditions, as of course they should have been.

Architects for the scheme

The refurbishing scheme was supervised by Studio E Architects, based at As such this firm would carry the ultimate responsibility for the specification and standard of work.

The schemes in which the firm has been involved are listed on its web site. They appear to be predominantly social and educational, many benefiting from Government policy and grants. A photograph of the Grenfell building on completion and prior to the fire, is still featured on the firms web page (as of 21.6.2017)

Over 120 clients are listed including many related to central and local government, particularly in the capital.

We are deeply shocked and distressed over news of the devastating fire at Grenfell Tower. Our thoughts are with those that have been affected by this tragic incident, together with all of their relatives and friends. It would be inappropriate for us to comment or speculate on events on Wednesday morning. We will be available to assist the relevant authorities as and when we are required. Our website was temporarily shut down yesterday as a result of the number of requests received.

The critical questions that presumably have been posed of the architects will have been:
  • Did you specify the materials and fixing method of the external cladding in particular?
  • Did you supervise its installation and sign off on the work?
  • Were you satisfied that in all respects the work was completed in accordance with the specification?
  • As respects to the interior upgrading, did you make any recommendations to the clients (the Royal Borough of Kensington or Tenant Management Organisation) on matters of fire or general safety, and if so were they all adopted?
  • On completion of the works did you have any further dealings with the clients with regard to the building specifically regarding tenants representations on safety or the satisfactory nature of the works and if so what?

Main Contractor

The firm primarily responsible for carrying out the work was Rydans Construction based in Essex. Their  web site is here:

Beside much other work and clients we are informed that: 

"Rydon has been working with the MoD for several years as a partner on the Aspire Defence Capital Works through the Allenby/Connaught framework, the largest infrastructure Private Finance Initiative project ever let by the Ministry of Defence.

"Our role has been to support Aspire Defence in the modernisation and reprovision of a significant number of military facilities around Salisbury Plain.

"To date, Rydon has won in excess of £50m of work across over 25 projects through the framework, all of which have been delivered on live operational military bases."

A chosen contractor for works is not responsible for the design of the scheme, only the competent implementation of it. 

The question for the main contractor therefore must be:

  • Did you carry out the works in complete accordance with the plans and specification or did you alter any of them in respect of either the materials used or the way in which they were applied? 
  • Did you at any stage have any reservations concerning these or make any representations concerning any matters that impinged on safety and particularly fire safety?

Cladding Contractors

The actual cladding work was carried by Harley Facades Ltd. The company's web site is here: This element of the refurbishment was contracted for £2.3 m. 

The web site states:

"Harley Facades Ltd provides a comprehensive design and construction package for building envelopes including; curtain walling, windows, doors, structural glazing, and rainscreen cladding systems. Incorporating curtain walling and rainscreen into your concept design, can create a unique and cost effective solution for your building. Curtain walling and rainscreen is suitable for both new build and refurbishment projects. Harley Facades Limited has successfully undertaken projects throughout the UK involving curtain walling and rainscreen."

"Owner and Managing Director, Ray Bailey, formed the original Harley business in 1996.  With a move to it's own brand new purpose built offices in December 2003, Harley had now become well established as one of the leaders in the field of designing and constructing complete building envelopes. A further development came with the formation of Harley Facades Ltd, a business to focus on the specialist refurbishment market including high rise residential tower blocks."


"Harley Facades Limited completed the refurbishment work to Grenfell Tower.  This included the installation of exterior cladding. The Aluminium Composite Material (ACM) panels are a commonly used product in the refurbishment industry.  Harley Facades Limited do not manufacture these panels.
"Commenting on the fire, Ray Bailey, Managing Director at Harley Facades Limited said:
“This is an incredibly tragic incident.  Our thoughts are with the residents and their families who have suffered such a personal loss.  We will fully support and cooperate with the investigations into this fire.  There will be many questions about this whole incident and so you will appreciate that it would not be appropriate for us to comment or for others to speculate on any aspect of fire or it causes in advance of these inquiries.   At this time, we are not aware of any link between the fire and the exterior cladding to the tower.”

Ventilation Contractor

Apparently ventilation works were carried out. This has a baring on the disaster because the objective is to provide sufficient ventilation in case of fire to at least keep the access/escape stairway free of smoke. I am not party to what work was carried out not how far the ventilation secured this objective. All we have are numerous witness statements to the effect that the common areas and staircase was in fact with smoke and fume. 

Apparently Witt UK was chosen for this part of the refurbishment. On its web site here, which it is claimed was taken down immediately after the event, it states:

"Fan Systems was founded in 1950, and is an acknowledged leader in the manufacture of high quality industrial fans, with units operating across a diverse range of process applications throughout the world.

"Fan Systems became part of the WITT UK Group in 1993, and acquired Alldays Peacock in 2006, adding high pressure blowers and gas boosters to complement its extensive fan range.

"Now operating from an exceptional new site in Yorkshire, and with additional world wide manufacturing capability, Fan Systems Group has one of the most advanced fan production facilities."


  • As a specialist area, the design brief came from where and who approved it?
  • Did the ventilation system work as intended, was the design defective or did it fail in some other manner?

Other specialist firms were employed to deal with the up-grading of electrical and other services inside the block that may have had implications on the way the incident spread and was alarmed but these are not touched on in this article. Readers are also referred to earlier articles on the subject on this blog.

"Aluminium in a Fire If aluminium is involved in a fire and the temperature rises to above its melting point, the metal begins to melt. The melting point of a metal, like its density, strength, or corrosion resistance, is a characteristic which can be measured and used to design the most effective component for any particular application. The thermal conductivity of aluminium is around four times that of steel and its specific heat twice that of steel. This means that heat is conducted away faster and a greater heat input is necessary to bring the same mass of aluminium to a given temperature, compared with steel. Where an aluminium structure is exposed to the heat of a fire, the relatively high thermal conductivity enables the heat to be rapidly conducted away from the exposed area. This helps to reduce hot spots where significant localised property loss could occur, so extending the serviceability period. It will, however, cause the temperature to rise elsewhere. The extent of dissipation of heat elsewhere in the structure will depend on the degree of thermal insulation provided to the aluminium elsewhere in the structure, necessary to provide fire protection in that area.

Relectivity of aluminium is 80% to 90%, compared with 5% for painted steel and 25% for stainless steel. This is of considerable benefit and will assist in prolonging endurance of an aluminium structure in a fire. The attached photograph is a good example of the behaviour of aluminium in the massive form in a fire. A car, with aluminium alloy wheels, was caught in a forest fire that swept over the car and moved on. Afterwards it was found that the aluminium wheels had melted, molten aluminium had run off and collected in a pool of metal which solidified as the fire moved on and the temperature fell. The aluminium had not burnt. "

"Aluminium alloy components are widely used in building as cladding and roofing materials, windows and doors. As defined by BS 476: Part 4 and the 1974 SOLAS Convention (as amended) aluminium alloys are ‘non-combustible’ and also provide Class 1 surface spread of flame to BS 476: Part 7. In addition, BS 476: Part 3 covers external fire exposure roof tests and the classifications laid down in the standard range from AA to DD. The first letter refers to the fire penetration performance and the second letter to the surface spread of flame. Aluminium and its alloys are rated AA, the highest possible under this classification system. Materials are also tested for fire propagation performance to BS 476: Part 6 (1989) and coating systems are taken into account. Aluminium achieves excellent ratings under this Standard."
