'Operation Jordana' investigated whether the 1984 'Operation Circus' (1, 2 and 3) was closed down to protect notable persons in public life.
It concludes: "
"216. Operation Circus appears to have been well run, highly successful police operation for its time. Given the sensitivity of the subject matter and the need for covert surveillance of the suspects, maintaining confidentiality was a key consideration to ensuring success. The operation centred on Piccadilly Circus, the hub of the West End of London, which undoubtedly increased the possibility of encountering notable persons."
"217. Operation Circus took place over thirty years ago and was managed in line with the accepted practices of that time. Such an operation today would be managed differently, particularly regarding the collection, recording and management of sensitive information and intelligence; the maintenance of observation logs and other surveillance information. To that extent the MPS has moved on exponentially."
