When is military intervention justified? When the circumstances demand it? When the benefits outweigh the dangers? When it saves more lives than it destroys? When there is general/UN support? When identified objectives can be achieved? When it is legal - i.e. when invited or in self-defence? To prevent genocide? Kosovo generally regarded as a success, whilst Afghanistan, Iraq, Libya and Syria not. Why?
