Manchester Bombing - Are we any the wiser?

All down to a 'technical hitch' with the computer system.

What a surprise?

In the best traditions of British enquiries, no one is to blame and the Intelligence services come out smelling of roses. No real challenge to the central assertions despite all the indicators and strange goings on. Yet again, millions of pounds spent not to discover the truth but to wrap it up and put it to bed.  Good job done and not a bad earner for all the actors. Meanwhile honest researchers who raised important questions are hounded and silenced.

Counter-terrorism police and MI5 failed to communicate information about the Manchester Arena bomber after the roll-out of a flawed IT system in the months before the attack.
The Manchester Arena Inquiry on Thursday found MI5 missed a “significant” opportunity to prevent Salman Abedi from carrying out the attack which left 22 people dead, as it failed to share vital information with counter-terror police officers.
Information was not shared because of problems with the “systems used” by security services and counter-terrorism police, according to the chairman of the inquiry.
The third and final report published by former high court judge Sir John Saunders looked at whether MI5 and counter-terror police could have prevented bomber Abedi from carrying out the atrocity.
Sir John detailed how, during the inquiry’s investigation, “several examples of communication failures have been found” and concluded that these “problems” emerged “from the systems used by the security service and counter terrorism policing to communicate with each other”.
The report did not specify the name of the system. But the criticisms of the technology were strikingly similar to those of the National Common Intelligence Application (NCIA), which was rolled out in Manchester in March 2017 and was the primary tool for storing, managing, and sharing intelligence at the time of the attack.
A 2015 draft foreword to a confidential handbook for officers using the NCIA, seen by i, states the system is “directly connected” to MI5 and will “be the primary route for communication with our key security partner”. The programme promised to “make a significant contribution” to the joint working between counter-terror police and MI5.
But a former counter-terror officer who used the system at the time of the Manchester bombing told i the NCIA was “the wrong piece of equipment, at the wrong time.”
They said: “The sharing issues with the system were there for everyone to see and this, in my opinion, is indicative of those issues.”
Officers had been warning as early as 2013, while the NCIA was under development, about the very problems identified in the inquiry, according to an investigative report by BuzzFeed News and BBC Newsnight carried out last year.
In Sir John’s report, he said the security service and counter-terror police had accepted “there were difficulties” with the current systems used.
“The general view of witnesses was that matters had improved already, since the Attack,” he said. “However, there is undoubtedly still more that can be done, and I will make some recommendations that I hope will assist.”

Delays in relation to one of two pieces of intelligence led to the "missing of an opportunity to take a potentially important investigative action", inquiry chairman John Saunders said in his report. The BuzzFeed and BBC Newsnight investigation cited hundreds of pages of confidential police emails, intelligence files, and internal police memos, along with interviews with five sources inside Britain’s counterterrorism police, and found that the NCIA was plagued by crashes and blackouts, and bogged down by mass duplications that made sifting through crucial intelligence almost impossible.
Officers repeatedly warned that sharing intelligence between agencies was a “critical” problem which risked “intelligence failure.” They repeatedly deemed it “not fit for purpose” but claimed their concerns were brushed aside.
One officer who spoke to BuzzFeed News who used the NCIA in the immediate aftermath of the bombing to help determine whether another attack was imminent came to believe the NCIA was a reason why police did not prevent the bombing in the first place.
“A terrorist attack is a perfect storm when a dozen different factors go wrong at the same time,” the officer said. “But in Manchester, NCIA made up 11 out of 12 factors.”
At the time of reporting, a spokesperson for UK Counter Terrorism Policing said in a written statement that the NCIA “is constantly being improved” and the “suggestion that concerns are ignored is simply not true.”
“Following the 2017 attacks CT Policing and partners undertook a significant review of UK Counter Terrorism, leading to 104 recommendations for improvement,” the statement said. “The NCIA has been an essential tool in helping us achieve this.”
A spokesperson for the Home Office added in a statement that the NCIA had “greatly enhanced” authorities’ ability to respond to the Manchester bombing and “manage the huge volumes of intelligence.” They added that the public inquiry into the Manchester bombing would decide whether the data systems they used “impacted their ability to prevent the attack.”
In the months before the attack, MI5 received two pieces of intelligence that were highly relevant to the plot and failed to share them with counter-terror police officers, Sir John concluded.
The first piece of intelligence, he said, was not passed on by an MI5 officer accompanied by sufficient contextual detail and, had this happened, it is likely that further investigative steps would have been taken in relation to Abedi. The chairman said there is a “material possibility” it would have led to investigators learning more about Salman Abedi’s activities had it been shared promptly.
The second piece of intelligence “gave rise to the real possibility of obtaining information that might have led to actions which prevented the attack,” the chairman said.
Sir John said the fact that intelligence was not shared was of “concern” and proved “a further example of a communication breakdown between the Security Service and CTPNW.”
MI5 Director General, Ken McCallum speaking in Manchester, following the publication of the third and final report from a public inquiry into the Manchester Arena bombing. A "significant" missed opportunity by MI5 to act over a key piece of intelligence might have prevented the Manchester Arena terror attack, the inquiry into the bombing has found. Responding to the report, Home Secretary Suella Braverman said: “Today is a difficult day. On 22 May 2017, an act of pure evil took the lives of 22 people at Manchester Arena. My thoughts are with their loved-ones and all those who had their lives changed for ever.
“Over the past three years, the Manchester Arena Inquiry has carefully analysed critical evidence to ensure vital lessons are learned. I am grateful to Sir John Saunders and his team for their thorough and considered approach.
“I am committed to working with MI5, policing and partners to study the recommendations. Together we will do everything possible to prevent a repeat of this horrifying attack.”
MI5 director General Ken McCallum said he was “profoundly sorry that MI5 did not prevent the attack”, adding: “I deeply regret that such intelligence was not obtained.”
The public report does not say what the intelligence was and much of MI5’s evidence to the inquiry was heard in secret for reasons of national security, meaning the report is limited in what it discloses.

Conspiracist tells court 'no one

injured' in arena attack

EXERPT

A self-described journalist who claims the Manchester Arena attack was faked has told the High Court he still maintains the bombing was staged.

Richard Hall is being sued in a civil trial by attack survivors Martin Hibbert and his daughter Eve, who were severely injured in the 2017 blast.

The former TV producer told the court he believed there "was no bomb", and "no one was genuinely injured in the attack" in which twenty-two people died.

The Hibberts have taken legal action against him for harassment and data protection.

PA MEDIA   Martin Hibbert and his daughter Eve have taken Mr Hall to court for harassment

Mr Hall, giving evidence on the third day of the trial, said he worked as a "fully independent investigative journalist" since 2015 after a career as an engineer and television producer.

He told the court: "There was no bomb in that room or genuinely injured people.

“The primary evidence shows there was no bomb in that room that exploded."

Mr Hall later said "millions of people have bought a lie" about the attack.

Summary Judgement For Conspiracy Theorist Claim

Posted on August 9, 2024 at 11:51 am.
Written by Amrik Basra

Martin Hibbert and Eve Hibbert v Richard D Hall [2024] EWHC 1665

Background

On 22 May 2017, Martin took his daughter, who at the time was 14, to the Ariana Grande concert in the Manchester Arena. As they left the concert, terrorist Salman Abedi detonated an explosive device killing and injuring many.

Martin was left paralysed from the waist down and Eve suffered a serious traumatic brain injury.

The Defendant in this case, Richard D Hall, publicly spoke and published works, including videos, articles, and a book alleging that the Manchester Bombing was a staged incident.

The Defendant made further claims that the Claimants did not attend the concert and their injuries were not a result of the terror attack. The Defendant also attended Eve’s home uninvited. After knocking on the door to no answer, the Defendant waited in his car to film Eve, her mother, and her carer without their consent.

As a result of the Defendant’s alleged actions, the Claimants issued a claim for harassment, misuse of private information, and breach of their data protection rights. The Claimants are seeking damages in addition to an injunction that would prevent the Defendant from being able to continue making claims in respect of the Manchester Bombing and the Claimants.

The Claimants applied for summary judgment in respect of specific issues concerning the case. The issues related to a number of statements made in the Claimant’s particulars of claim that were denied or not admitted by the Defendant. These were:

  1. On 22 May 2017, 22 people were murdered in a terror attack at the Manchester Arena;
  2. The Claimants were present at the time of the bombing;
  3. The Claimants were severely injured; and
  4. The cause of the injuries was the explosion of the bomb in the Manchester Arena on 22 May 2017.

It was for the Court to determine whether summary judgment could be ordered in respect of the issues and if so, come to a determination. The Court may grant summary judgment against a Defendant on a particular issue if the Defendant has no real prospect of defending the issue successfully and there is no compelling reason why the issue should be disposed of at trial.

When making this decision, the Court must not only consider the information available for the summary judgment application but also evidence reasonably expected to be available at trial.

Judgment

It was held that the Issues were not to be subject to debate at a future trial as the Defendant had no real prospect of succeeding on his claims regarding the Issues. Judge Davidson cited the mounds of evidence including witness statements, CCTV footage, and medical records all of which confirm that the Issues disputed by the Defendant were in fact true, further adding:

“Although his [the Defendant’s] beliefs may be genuinely held, his [the Defendant’s] theory that the Manchester bombing was an operation staged by government agencies in which no one was genuinely killed or injured is absurd and fantastical.”

The claim is now listed for a further directions hearing ahead of the final trial.

The youngest victim of the Manchester bombing.

Saffie-Rose Roussos was the youngest victim of the Manchester Bombing. She was only eight. That has to be a tragedy in anybody's book. She was one of twenty-two claimed fatalities on that occasion. The Manchester Arena Inquiry under the Chairmanship of Sir John Saunders has now reported. He had also previously acted as Coroner into the various deaths.

https://en.wikipedia.org/wiki/John_Saunders_(English_judge)

https://files.manchesterarenainquiry.org.uk/live/uploads/2022/11/03172633/Chairmans-statement-.docx.pdf

https://manchesterarenainquiry.org.uk/volume-two-emergency-response/

It has identified inexplicable delays in the way the Police reacted, preventing emergency services from responding for up to two hours. The father of Saffie has claimed this was a factor in her death. That appears not only possible but likely. His bitterness, if the reported circumstances are true and accurate, is understandable. It also leaves the door open for possible civil proceedings for damages for negligence not only for him, but for all the families affected, that could conceivably run into millions of pounds.

Strange and conflicting elements of the story surrounding the event and the explosion have been raised by others. (See below) Some have even questioned whether a deadly device was detonated as described. It was said to be a suicide bomber but the accused Salman Abedi, well known to the British Secret Services as a threat, was apparently recorded by police, as seen walking away before or after the bomb went off.  I have not read the Inquiry report but what is the forensic/genetic evidence of Abedi? A proper crime scene investigation would have revealed it, if indeed he blew himself up.

It is reported that the device included multiple bolts that caused the fatal injuries. Safie was about five metres or sixteen feet away from the bomber. She received no less than sixty-nine external injuries and about a further thirty internal ones. At that distance and on such a small target, it is hard to explain.  Even more difficult to explain is how her mother who was holding her hand at the time, received only injuries to her legs requiring hospital attention. One writer (below) claims she was however in a coma for several weeks before she learned of her daughter's death.  There is some indication of arm and leg injuries in the funeral photograph below but these are hard to reconcile with the nature of the claimed device, the distance from it and the severe injuries sustained by her daughter right next to her.

It apparently took a little over thirty minutes following the explosion to get her into an ambulance and a further seventeen minutes to get her to hospital where nine minutes later at 11.26 pm she was pronounced dead. Her father asserts that if the emergency services had been better co ordinated with specialist first aiders, her life might have been saved.  I am left wondering how her mother escaped a similar fate, not to mention her sister, who appears not to have been injured at all.

 Saffie-Rose Roussos

Mother Lisa (pictured with her daughters) lost contact with Saffie, who was carried to ambulances by members of the public, in the aftermath of the attack

She was holding her mother's hand at the end of the concert when they entered an area known as the City Room where Salman Abedi detonated his bomb.

Saffie was about five metres from Abedi when the bomb was detonated.

She remained in the City Room for 26 minutes, during which she time she drifted in and out of consciousness but she was able to give her name to a member of the public who helped her.

Shortly before 11pm, police officers and two members of the public placed Saffie onto an advertising hoarding that was used as a makeshift stretcher.

She was still conscious as she was carried out of the City Room, down the stairs, through a tunnel and onto Trinity Way where an ambulance arrived just after 11pm.

Five minutes later, Saffie was placed into the ambulance and her level of consciousness "fluctuated", the inquiry heard.

For the next 11 minutes, Saffie was given emergency care in the back of the ambulance and at one stage, she briefly spoke.

The ambulance left Trinity Way for the Royal Manchester Children's Hospital at 11.17pm - 46 minutes after the bomb exploded - and the journey took six minutes.

Saffie was treated by a trauma team in the hospital's resuscitation room and went into cardiac arrest at about 11.26pm.

A post-mortem examination on Saffie identified 69 external injuries in addition to internal wounds, including injuries to her lungs and liver and internal bleeding.

A panel of "blast wave" experts, using the post-mortem report, photos and a computerised scan, identified that Saffie suffered a total of 103 injuries and stated: "Graphically, this can be described as equivalent to the energy of more than 15 handgun bullets."

The parents of Saffie Roussos, youngest victim of the Manchester Arena bombing, say she was badly let down by emergency services. An inquiry today found the 8-year-old probably would not have survived. Her family say she was failed by a chaotic response:

For a critical review of the incident, including all the strange anomalies and hard-to-explain inconsistencies see Richard D Hall's 'Rich Planet' videos on the subject:

Was this a genuine terrorist event or yet another carefully planned deception ?

Bellfield of course has been silenced by the police in concert with the BBC using the harassment legislation. He is only one of many. This is now being used far beyond what it was intended for (the jilted lover, the creepy snoop) to cover anyone who fixates on public or private figures for whatever purpose, be it good or bad. I'm sure I do not need to tell you. As to your suspicions of Rich Planet and the man behind it, I do not share your view, and believe he is genuine and his opinion pretty close to accurate on the subjects he investigates or airs with others. They all seem pretty sound to me. If you have seen his latest, unsurprisingly he is being targeted now by the BBC with the same charge of harassing victims, a charge I think he effectively rebuts. He has also been blocked by YouTube. He must be aware of the dangers posed by this increasingly anti-libertarian state, wishing to cover up heinous crimes and deceptions, whilst pretending to honesty and transparency. The basic rule is the state will allow individuals free expression as long as nobody listens but watch out should you ever get a regular following as of course Bellfield and Hall have done.
